These are tanooki(statues of them, that is). The tanooki is a 
mischievous, magical creature of the woods. Tanooki are raccoons,
with extra attributes. Of course, they don't have wild raccoons all
over the place in Japan, so they simply refer to all raccoons as
tanooki. And they don't believe that they really exist.
